In this chapter the concepts of energy and energy transfer are discussed. For all of the problems that are addressed below, energy-transfer-related variables must be included. The intergovernmental commission on economic and technology policy is a initiative of the one world summit on sustainable development held in Johannesburg in 2002. The commission is set up to coordinate the work of the various stakeholders on issues related to the economic and technological integration of developing and least developed countries. The commission is also given responsibilities regarding the formulation and implementation of development strategies, programmes and activities by countries and regional organisations. The commission's website lists its priorities as the three areas of economy and technology; infrastructure; and industry and enterprise. Other topics include human rights, human development, agriculture, environment, the legal sector, education, health, and international cooperation. On its website the commission has released a Strategic Plan in 2007–2010, and on 2 November 2008 the plan was approved by the heads of the nine commissions and the commission's secretariat. The plan focuses on prioritised and multisectoral action and reform and is structured around the four thematic areas of sustainable, quality economic growth, peaceful and stable, societies and human development, and sustainable global and regional partnerships. According to the plan the commission will work closely with other stakeholders and will remain politically independent. It will also work with the UN and other international and regional organisations, to foster dialogue and coordination and to support the international community to act effectively on the issues identified in the plan. The commission was established as a subsidiary body to the one world summit on sustainable development on 25 September 2002, in accordance with resolution 55/56 of the General Assembly of the United Nations. The aim of the commission is to strengthen the capacity of developing countries to address the challenges of sustainable development, and to promote development in the least developed countries and in the periphery of developed countries, and to strengthen their economic integration with other developing countries and with the international community. The commission is composed of nine members, appointed by the General Assembly on the nomination of the United Nations Economic and Social Council. Each member is expected to be representative of a developing country, a least developed country, and a developing country in the periphery of a developed country. The term of appointment is three years, but it may be renewed once. The chair of the commission is the director general of the International Labour Organization, while the secretary-general of the commission serves as executive secretary of the commission.
